Federal Aviation Administration (FAA) regulates air commerce in a manner that promotes its development and safety and fulfills the requirements of national defense; controls the use of navigable airspace of the United States and regulates both civil and military operations in such airspace in the interest of safety and efficiency; promotes, encourages, and develops civil aeronautics; consolidates research and development with respect to air navigation facilities; installs and operates air navigation facilities; develops and operates a common system of air traffic control and navigation for both civil and military aircraft; and develops and implements, programs and regulations to control aircraft noise, sonic boom, and other environmental effects of civil aviation.
